Motorcycles and Ferries.

I was recently waiting in line for the ferry loading dock when two motorcyclists cut into line in front of me. For some reason, a law was passed recently which allows motorcycles to go to the front of the line. I like the idea of this rule, however, if this is to reward them for driving a more economical vehicle, then why do I pay the same as an SUV while I'm in my subcompact? That being said, the motorcyclists crossed the double white line to get into my lane. Right before they had done this, I read a sign that clearly stated it was not legal to do so. This has happened several times, and annoys me more and more each time.
